

The visionary citizens of Hemphill County recognized nearly 16 years ago the need to have a seat at the table and began planning our own groundwater conservation district. The state of Texas has empowered local communities to be official stakeholders in our water destiny, and on November 4, 1997, an overwhelming majority of citizens voted in a single county, locally governed groundwater conservation district.
