

This plan fulfills all requirements for groundwater management plans in Chapter 36 of the Texas Water Code and the administrative rules of the Texas Water Development Board (TWDB). This plan further addresses the process established by the District to monitor changes in the aquifer, communicate to the public the findings made by the District, and ensure that the plan can adapt through time to meet the needs of the citizens of Hemphill County. This plan has been developed by the District using the District’s best available data, including the groundwater availability modeling (“GAM”) information provided by the TWDB together with the District’s site-specific data which has been provided to the TWDB for review and approval before usage in this plan.
The purpose of the rules of the District is to provide for the:
- Conservation, preservation, protection, and prevention of waste of groundwater in, or produced from the aquifer
- Prevention of degradation of the water quality of groundwater in the aquifer
- Management, regulation, and limitation of production of groundwater from the aquifer
- Minimization, as far as practicable, of the drawdown of the water table of the aquifer
- Lessening of interference between wells
- Carrying out the other powers and duties of the District
